As the npr twig was bent: objectives, strategic gaps, and speculations

Abstract

This essay directs critical attention at the National Performance Review, which is seen as seriously flawed. NPR objectives get attention, and especially to provide a context for three strategic gaps in NPR texts. These gaps deal with values, structure, and interaction, in turn, and are in turn curious, consequential, and even crucial, for reasons that are illustrated by selective developments from research, experience, and theory. The essay concludes with several speculations that do double-duty: they permit some insight about those two gaps in NPR texts, and they generally diminish the credibility of proposals in the texts containing these gaps.
