Between insurgency and terrorism: the escalating operational sophistication of the Balochistan Liberation Army, 2005–2025

Abstract

The paper examines the Balochistan Liberation Army’s evolution from a localised insurgency to a sophisticated actor employing complex tactics while maintaining an ethno-nationalist identity. Using separate analyses of 946 attacks from the Global Terrorism Database (2005–2020) and Armed Conflict Location & Event Data (2021- April 2025), it develops a two-dimensional operational sophistication index measuring tactical complexity and target hardness. The findings reveal evolving operational sophistication in deployment patterns and strategic selectivity, with the BLA sustaining high-volume routine operations to maintain insurgent presence while reserving enhanced capabilities for periodic operations. This dual-track approach suggests deliberate resource allocation rather than uniform capability constraints.
