Cluster management and policy learning: the value of strategic intelligence

Abstract

This paper examines the role of cluster management organizations (CMOs) as intermediaries between firms and policymakers within cluster policies. Drawing on a six-year evaluation process in the Basque Country, it explores how the application of a strategic intelligence tool has supported policy learning and the refinement of CMO practices. Implemented in 2018 and 2022, this tool gathered feedback from cluster members on CMO activities and their impacts on competitiveness. The findings emphasise how collaboration among researchers, policymakers and CMOs can generate evaluation methods that enhance the role of intermediaries and drive evidence-based policy adaptation to strengthen regional competitiveness.
