The Circular Economy and Smart Specialisation Strategies nexus: exploring relational dynamics and territorial anchoring

Abstract

The integration of Circular Economy (CE) principles into Smart Specialisation Strategies (S3) has gained increasing attention as a pathway to sustainable regional development. This paper explores the relational dynamics and territorial anchoring of the CE-S3 nexus, focusing on the integration and alignment of these policy frameworks. Using a comparative cross-case analysis of different EU regions, the study examines how regions leverage S3 to implement CE practices and align innovation priorities with sustainability goals. The main findings indicate that S3s facilitate the alignment of regional innovation priorities with CE objectives by fostering cross-sectoral collaboration, innovation diffusion, and resource efficiency. However, the degree of integration varies by region, depending on governance capacities, stakeholder engagement, adaptability of S3 frameworks, and the influence of industrial specialization on CE policy priorities. These findings aim to provide actionable insights for policymakers and stakeholders, offering strategies to bridge existing gaps and unlock the potential of the CE-S3 interface for resilient, sustainable economic ecosystems.
