On the idea of progress: controversies and agreements between conservative and progressive economists during the progressive era

Abstract

This paper deals with the debate which pitted conservative economists against their progressive rivals during the late 19th century and early 20th century. It provides a framework to capture opposition to progress, which suggests that the lines separating the two sides were not clearly delineated. We argue that economists' abilities to implement a “program for action” should be considered to derive a more complete understanding of what progress encompassed for economists during the Progressive Era.
