Political party assistance in Kenya: improving integrity in electorally difficult environments

Abstract

This article examines political party assistance provided by key international organizations through a case study of the most recent Kenyan general elections in 2022. This case study approach is used to better analyse how efforts to internationally support political party development interacted with electoral issues as a subset of democratic processes during these specific elections. The article starts with a literature review, a discussion of the methodology chosen, and an examination of the state of play of party aid as is relates to the concept of an electoral cycle; this has not been consistently applied in party aid programmes to date. A thorough review of the 2022 general elections in Kenya is then undertaken to extrapolate potential lessons from this case study, looking at 10 key determinants across the three electoral cycle periods to see which are the most salient and to be improved upon in programmes that focus on political party support. The article also looks at the problematic issue of technology, how this impacts on electoral integrity, and political parties’ role in this process. It then offers conclusion on how political party assistance might be better structured to have greater impact on promoting genuine democratic processes.
