Defence modernisation vs. procurement procedures: a case study of India’s Project-75i submarine programme

Abstract

Defence procurement in India has proven to be a challenging, complex, and often tedious process. This complexity is particularly evident in the acquisition of high-value defence items, such as aerial and naval platforms. Since its inception, procurement procedures have addressed two key objectives: first, to meet the weapon and ammunition needs of the Indian armed forces; and second, to enhance the country's capabilities in defence manufacturing. This dual focus complicates the procurement process, leading to delays that negatively impact the operational readiness of the armed forces. This paper examines the contradictory relationship between the defence procurement procedure and the operational requirements of the Indian armed forces, specifically within the context of the Project-75i submarine acquisition programme.
