Does the national eco-industrial park policy promote the pollution alleviation? Evidence from China

Abstract

The Chinese government has selected pilot cities to implement the eco-industrial park (EIP) policy to promote green development since 2008. So far, there has been no systematic evidence on whether this policy can help reduce pollutant emissions. We exploit variations in the timing of this policy across cities and carry out a difference-in-differences (DID) approach to study the policy effect of the EIP construction on pollutant reduction. The Empirical results suggest a relative decline in wastewater and sulphur dioxide emissions in pilot cities after the EIP policy implementation. Besides, the observed effect is abundantly heterogeneous in geographic location and environmental attention. Our study provides empirical evidence for the effectiveness of the EIP policy on pollution alleviation, which is helpful for China to achieve green development.
