Abstract

Zusammenfassung Für die Trassenpreise im Schienenverkehr greift durch das 2016 in Kraft getretene Gesetz zur Stärkung des Wettbewerbs im Eisenbahnbereich zukünftig ein neues Regulierungsregime. Die Bundesnetzagentur hat den Betreibern von Schienenwegen ab 2019 eine jährliche Preisobergrenze vorzugeben, die Anreize zur Effizienzsteigerung setzen soll. Im Vergleich zu der Situation vor 2016 wurden damit Bausteine zur Kostendämpfung in das Regulierungsregime eingeführt. Es ist jedoch nicht davon auszugehen, dass die erwarteten Kostendämpfungen in vollem Umfang erzielt werden können.
