Abstract

Zusammenfassung Das Finanzausgleichssystem verteilt von finanzstärkeren hin zu finanzschwächeren Ländern um. Dabei knüpft das aktuelle System an nominale Größen an. Da die Länder sich aber in ihrer Kaufkraft unterscheiden, stehen Ländern mit einem niedrigeren Preisniveau real mehr Mittel für die Bereitstellung öffentlicher Güter zur Verfügung als Ländern mit einem höheren Preisniveau. Das führt zu nicht beabsichtigten Verschiebungen in der Reihenfolge der realen Finanzkraft. In diesem Beitrag werden Reformoptionen für den deutschen Länderfinanzausgleich vorgestellt, die die unterschiedliche Kaufkraft zwischen den einzelnen Bundesländern explizit berücksichtigen.
