On the Program of Integrated Use of Primary Natural Resources

Abstract

— The article considers the technological aspect of the possibility of engaging the process of maximum total utilization of primary natural resources. A number of institutional changes are proposed to create in Russia a complex system for their rational use, including existing dumps of industrial wastes. The basic idea for transforming primary raw materials into a desirable state is formulated. Components of the system and their functioning are given. A new level of quality of organization of distributed production, which provides the possibility of generation, materialization, and introduction of flexible technological chains (FTCs), is shown. The approach consists of two interrelated nationwide programs.
