A fuzzy multi-criteria analysis for assigning support provinces to disaster areas: a scenario analysis for Bingöl

Abstract

Disaster risk reduction activities are being carried out in Türkiye. One of them is the creation of the Türkiye Disaster Response Plan. Türkiye Disaster Response Plan aims to determine the duties and responsibilities of the coordination units and service groups that will take part in the response studies related to disasters and emergencies. In this way, the fundamental issues of the pre-disaster, during the disaster, and post-disaster response planning are determined. One of the critical issues in this plan created for disasters in Türkiye is the assignment of support provinces to disaster provinces. In this study, Bingöl province, which was determined as a risky province in terms of earthquake, was selected as the application province and backup support province appointments were made for Bingöl. This assignment covers the determination of the provinces that will support the disaster province in the event of a disaster. The aim of the study is to provide the necessary support to Bingöl province as soon as possible without creating any chaos in the event of a possible earthquake disaster. In the literature, no assignment study has been conducted using fuzzy sets in the assignment of support groups. It is thought that the study will contribute in this respect. In addition, this study will support studies that can be carried out for different disasters and different provinces. While making these appointments, the weights of the five criteria determined were obtained with Pythagorean Fuzzy AHP (Analytical Hierarchy Process) and the most important criterion was the “Distance” criterion. Then, the alternative provinces were listed with the Pythagorean Fuzzy TOPSIS (Preference Ranking Technique According to Similarity to Ideal Solution) method. When the 1st and 2nd group support provinces cannot provide support, Adana has been determined as the first province to be assigned.
