An in-depth literature review for developing a conceptual model of social resilience against disasters triggered by natural hazards

Abstract

With its emphasis on the capacities of social institutions and improvement of social preparedness against instabilities resulting from natural hazards, social resilience is now considered to be an effective measure in risk management. Assessment of community resilience requires examination of different aspects but the majority of existing frameworks focus on only one or a few aspects. This study aims to provide a comprehensive and inclusive conceptual framework for social resilience against disasters triggered by natural hazards. For this purposes, using meta-analysis in the form of PRISMA, in-depth analysis of 132 articles published during the past 30 years. Qualitative indicators and quantitative parameters that can guide the selection and proper operationalization of social resilience characteristics based on their application was analyzed. The proposed model incorporates various dimensions each of which represent an aspect of the society and all are necessary for the realization of resilience against natural hazards. The five dimensions of this generalizable model proposed for measurement of community resilience, improvement of effective reactions to disasters triggered by natural hazards and development of risk-mitigation policies are: supportive-participatory (social capital/quality of life and lifestyle); semantic-perceptual (identity/place attachment/attitudes and beliefs); behavioral-personal (social structure/ education); functional-physical (safety and social security / flexibility); and institutional-managerial (social justice/community efficiency), which are formed by 11 main features and 32 indicators.
