Estimating baselines for CDM: case of eastern regional power grid in India

Abstract

This paper estimates a multiproject baseline for the electricity generation sector in the eastern regional grid in India. Baselines have been estimated from units in power plants that were built in the recent past. Baselines with varying stringency criteria have been developed and applied to derive implications for a set of potential CDM projects. Multiproject baselines are used to estimate credits that may be generated by various kinds of hypothetical CDM projects. It has been observed that the additional credits from a less stringent baseline can be quite substantial. Copyright Springer Japan 2002
