Yoksulluk Sadece Devletin Sorunu Mu? Kamu Harcamaları Açısından Bir Değerlendirme

Abstract

In general poverty is described as being deprive of some economic, social and cultural rights. However usually it is described as a situation in which there is not enough income. The main institution that produces and applies basic policies to struggle with poverty is the government. On the other hand increasing poverty makes it impossible for the states to be successful –individually- in struggle with the problem. In this study; the phenomenon and concept of poverty, and its elements are held within the framework of poverty and public expenditures in Turkey, and programs generally applied by the state to cope with poverty are evaluated.
