The task of raising the competitiveness of a municipal entity is realized through viewing the activity of the local self-governing organs in realizing the social and business initiatives as the necessary condition of attracting the investments and labour resources, providing the social and economical development of the territory, including also increase of life standards. The novelty of the authors' approach is seen in constructing the special management model, methodologically based upon the possibilitary management paradigm and the general theory of competitive management.
