Abstract

The article presents a consistent procedure for the analysis of barriers in order to assess the degree of impact and the size of barriers to entry as part of the competition assessment. Practical features of application of the presented procedure on the commodity market of mineral (nitrogen) fertilizers of the Republic of Kazakhstan are defined. A qualitative analysis of barriers to entry into the nitrogen fertilizer market identified and assessed the impact of entry barriers on the market, as well as on the related mixed fertilizer market and the interrelated agricultural market. The assessment procedure revealed problems for agricultural producers and State actions to support economic agents in the markets of the agricultural complex, including those which contribute to barriers to entry into various markets for nitrogen mineral fertilizers in industry value chains. The need for an in-depth assessment with quantitative analysis has also been identified, which will provide a detailed set of measures to reduce or remove barriers to the nitrogen fertilizer market in Kazakhstan.
