Abstract

The aim of the article is to decide whether competition in road construction has any influence on road quality in Russia or not. Therefore, the article deals with the analysis of correlation between quality of roads and intensity of competition for the road construction market. The analysis is held on the basis of conclusion about poor content of existing legislative road quality standards. The competition level is measured using the information about public procurement in road construction sector in Russia. The sample includes information about procurement for the road construction in 20 regions in 2016. The hypotheses about correlation between concentration level and the level of entry barriers are tested. The methodology of the research includes analysis of competition level in pairs of comparable regions as well as regression analysis, which is done to examine influence of regions' individual characteristics on competition level and road quality. The conclusion about significant role of competition in road quality improvement is made.
