Actual Problems Of State Support Of Competition

Abstract

The article developed the thesis that the optimal competitive order of transformation models of national economies to a higher level of competitiveness is realized when the formation of the competitive advantages of some participants does not become an obstacle for the achievement of competitive advantages by other market participants – national and/or international. In the case of Bulgaria, state support of competition is seen as a condition for creative competition of economic agents in transforming market economy. Outlined are the emerging trends in the following fields: targeted regulation and restructuring of natural monopolies; organization of venture financing; activation of mobility and continuous training of human resources; increasing the integrating role of scientific-educational organizations in the development of the competitiveness of the regions and the national economy as a whole. As a result of the analysis are justified many specific policies on the development of these trends, such as: rapid establishment of an independent Bulgarian electricity exchange (IBEE); relaxed regulatory practices for small start-up businesses in acquiring a public status (equity and crowdfunding); incentives for efficient alternative technologies and reduction of energy consumption in the enterprises; linking the incentives for professional and labour mobility in the labour market; innovative instruments to support new approaches to professional training and cultural development throughout life; development of innovative infrastructures for interaction between science, education, market and social practice and others. Formation and implementation of specific institutional policies resulting from long-term orientation towards creative competition is important for Bulgarian economy in order to manage faster to achieve competitive advantages for efficient functioning in the European and world economy.
