The Model Galician University Funding 2011-2015: Provident Fund And Balance

Abstract

Last December 2010, the Galician government approved a five-year funding model for its three publicly funded universities. This new model has been designed in a context of heavily constrained public budgets. Some of its allocations mechanisms allow that a significant percentage of funds are distributed based either on a set of performance measures or on a project-by-project basis in order to foster better management. The aim of this paper is to analyze the extent to which old problems in the financing of the Galician University System can be overcome by the new funding model.
