Abstract

The main condition to pass from the existing stagnation trend towards sustainable growth for the Russian economy is solving of the existing structural problems such as a degradation of the national production of the investment equipment and a technological dependency of the national economy that fi results in a high dependency of the economic growth of the external financing sources. Opportunities for overcoming the structural restrictions by the development of the import substitution in the production of investment equipment required in the main segments of the national economy are considered in this report. The financing restrictions are supposed to be negotiated by the means of the special purpose emission for prioritized investment projects in different segments of the national production, agriculture and housing construction. Условием перехода от сложившегося в российской экономике стагнационного тренда к устойчивому экономическому росту является преодоление структурных проблем: деградации национального производства инвестиционного оборудования и технологической зависимости экономики. Следствием этого является зависимость экономического роста от внешних финансовых источников. В статье исследуются возможности преодоления структурных ограничений экономики посредством развития импортозамещения в производстве инвестиционного оборудования для основных секторов национального хозяйства. Преодоление финансовых ограничений предлагается осуществить путем проведения целевой кредитной эмиссии для финансирования приоритетных инвестиционных проектов различных секторов национальной промышленности, сельского хозяйства и жилищного строительства.
