Учить, Чтобы Выжить: Оплата Труда По Ставке И Ее Воздействие На Качество Преподавания (Пер. С Англ. Л. Трониной)

E-mail: gs174@tc.columbia.eduАвтор сравнивает две системы оплаты труда учителей: основанную на ставке, которая характерна для постсоветских государств, и основанную на недельной рабочей нагрузке, которая применяется в странах ОЭСР. Высокая степень зависимости размера зарплаты от количества учебных часов, характерная для оплаты труда по ставке, порождает целый ряд негативных последствий: незащищенность учителей; микроконтроль их работы; переполнение школ; временные, или стратегические, вакансии; чрезмерная учебная нагрузка учителей; перераспределение учебных часов вне зависимости от специализации педагогов. Рассмотрен опыт реформирования оплаты труда учителей в двух странах: в 2007 г. в Монголии и в 2011 г. в Кыргызстане. В Монголии систему учебной нагрузки заменили системой недельной рабочей нагрузки, и реформа прошла успешно. В Кыргызстане преобразования имели неожиданный побочный эффект: меры, которые стимулировали сельских учителей и молодых педагогов, для педагогов опытных и городских учителей обернулись уменьшением заработка и снижением общественного статуса. Те, кто проиграл в результате реформы, начали открыто ей противостоять и в течение двух лет добились того, что система оплаты труда по ставке была восстановлена в прежнем виде.
