Исследование проводилось в восьми регионах Российской Федерации (по одному в каждом федеральном округе) по методологии Алана Роу. Предметом изучения стали стили принятия управленческих решений директорами общеобразовательных школ. Целью исследования было оценить реформаторский потенциал современного директорского корпуса, который, по мнению авторов, опирается на стиль лидерства, предполагающий сотрудничество с педагогами в принятии решений и делегирование им ответственности в условиях неопределенности и когнитивной сложности стоящих перед школой задач.
