Обучение наблюдением: cтуденты в исследовательском процессе

Abstract

Представлено обоснование новой образовательной технологии в области государственного и муниципального управления, основанной на методологии непосредственного наблюдения и описания местных управленческих практик студентами, систематически не подготовленными к научной деятельности (методология "наивного" наблюдателя). Использование такого подхода позволяет решать, по мнению авторов, одновременно две задачи: учебно-методическую и научную. Студенты ведут наблюдения и делают описания фактов российской провинциальной жизни без какой-либо интерпретации, что позволяет приобрести компетенции практического муниципального управления и получить картину социальной жизни, близкую к реальности и отличную от интерпретационных схем социологов и журналистов, на основе которых власть обычно и принимает управленческие решения и разрабатывает проекты социальных преобразований.DOI: 10.17323/1814-9545-2010-4-54-69
