Профессиональная Подготовка Персонала: Кадровые Стратегии Работодателей

Abstract

Рассматривается ситуация на российском рынке труда перед началом финансово?экономического кризиса 2008 г. Основу анализа составляют результаты многолетних выборочных опросов работодателей, проводимых Левада-центром по заказу ГУ-ВШЭ в рамках Мониторинга экономики образования. В статье показано, что, несмотря на нараставший, по оценкам руководителей предприятий, в предкризисные годы дефицит рабочей силы, массовый работодатель не считает актуальными для себя меры по рациональному управлению персоналом, человеческие ресурсы, по сравнению с технологическими, финансовыми, остаются недооцененными. Широко распространенные нарекания на качество подготовки специалистов не стимулируют работодателей к тому, чтобы наращивать усилия по совершенствованию системы профессионального образования.
