Abstract

Современная система государственных учебных заведений во многих странах не справляется с повышенным спросом на услуги образования, особенно в условиях бюджетного дефицита. Негосударственные школы не только позволяют удовлетворить этот спрос, но и способствуют повышению стандартов качества и эффективности обучения. От государственных школ, не способных обеспечить доступность для всех качественного базового образования, частные школы отличаются финансовой эффективностью, быстротой реагирования на возникающие проблемы, высоким уровнем подотчетности. В статье дана характеристика негосударственного сектора образовательных услуг, рассмотрены формы его взаимодействия с государственной системой образования. Обсуждаются способы государственного регулирования деятельности частных учебных заведений, основные виды частно-государственного партнерства в сфере образования. Обзор преимущественно касается довузовского обучения.
