Политика Вузов В Условиях Неопределенности: Последствия Реформы Финансирования Высшего Образования (Пер. С Англ. Н. Дергуновой)

Abstract

В работе исследуется влияние модернизации системы финансирования высшего образования (в особенности изменений в порядке оплаты за обучение) на политику высших учебных заведений. По результатам опроса руководителей четырех университетов можно сделать вывод о том, что престижные вузы (основанные до 1992 года) практически не изменили своей политики в ответ на введение оплаты за обучение, в то время как "молодые" вузы (основанные после 1992 года) изменили порядок набора студентов. Помимо этого, вузы уделяли большое внимание вопросам качества, как в том, что касается уровня подготовки принимаемых абитуриентов, так и престижа выдаваемых дипломов, места в рейтингах трудоустройства выпускников, исследовательской, преподавательской и других видов деятельности. Все большее значение имели маркетинговые стратеги: для привлечения студентов, сотрудников и финансирования вузы занимались созданием своего уникального "бренда".
