Abstract

В штатах, районах и школах по всей стране идет активная работа по созданию и реализации программ "оплата за качество". В феврале 2001 г. Комиссия по образованию США провела встречу с пятью представителями наиболее распространенных и популярных моделей "оплата за качество", реализуемых в ряде школ США. На встрече обсуждались проблемы и опыт, который может оказаться весьма полезным для регионов и школ, заинтересованных в создании сходных программ. Ряд регулирующих механизмов уже в те- чение некоторого времени применяется на практике, в то время как другие механизмы пока не опробованы.В данной работе читателю предлагается обзор ключевых проблем, связанных с концепцией "оплата за качество"; обсуждение ключевых вопросов, встающих перед политиками при разработке данной концепции; представление пяти наиболее распространенных программ и сводная таблица по ним; а также источники для поиска более подробной информации по проблеме регулирования заработной платы учителей.
