Развитие Самоуправления В Кондоминиумах: Опыт Астаны

Abstract

В статье рассматривается развитие демократических практик в Казахстане на примере самоуправления кондоминиумами. Наличие хронических проблем в управлении общедомовой собственностью в многоквартирных домах, которые не находят эффективного решения при существующих формах управления, определяет необходимость поиска альтернативных подходов. Один из таких подходов - самоуправление. Проблемы и достижения самоуправления анализируются на примере отдельного дома, при этом отмечается ключевая роль государства в создании условий для развития самоуправления. Основной вывод статьи заключается в том, что позиция государственных органов в отношении самоуправления кондоминиумами носит двойственный характер: на стратегическом/проектном уровне государство поддерживает самоуправление, на операциональном - все еще не готово делать ставку на долгосрочные решения.
