Использование Социальных Сетей В Государственном Управлении

Abstract

В статье рассматриваются правовые и организационные основы обеспечения электронного участия граждан в решении государственных дел посредством социальных сетей. Анализируется зарубежный и белорусский опыт использования данной интернет-технологии, в том числе на примере деятельности республиканских органов государственного управления и иных государственных организаций, подчиненных Правительству Республики Беларусь. Выявлены пробелы правового регулирования в этой сфере. Делается вывод о необходимости более активного использования данного канала коммуникации между государством и белорусскими гражданами. Предлагается разработать комплекс правовых мер, в числе которых разработка Положения о социальных сетях, Положения о цифровом реестре, внесение изменений в штатное расписание органов государственного управления, должностные инструкции государственных служащих.
