Влияние Европейского Союза И Евро На Государственное Управление Во Франции

Abstract

Европейский союз и евро сыграли большую, если не решающую, роль в произошедших изменениях государственного управления Франции. Это изменение отражено в наборе нормативных и законодательных документов по реорганизации процедур и функций органов государственного управления. Самым ярким проявлением такого изменения является новая структура, созданная на базе "агентств" (или "ведомств"), некоторые из которых могут быть "независимыми".Мы видим, как постепенно создается "правительство правил", которое еще больше снижает возможность политической деятельности, что ведет к имманентной тенденции в парламентской демократии. Так утверждает Карл Шмитт. Более того, в результате финансового кризиса 2007-2008 гг. в Экономическом и валютном союзе ЕС произошел латентный кризис, который привел к важному изменению форм государственного управления и органов власти в пределах еврозоны, а именно к созданию дисциплинарной структуры, оказывающей влияние на экономическую политику. В связи с этим возникает важная проблема демократии.
