Кризис Государственного Управления И Его Влияние На Основные Административные Парадигмы Государства И Бюрократии

Abstract

Вместо ожидаемой глобализации государственного управления, понимаемой как становление "единого космополитического государства", наблюдается обусловленное неравномерностью инновационного развития расслоение современного мира, усиление ситуативной конкуренции государств и разных укладов жизни, подвергающихся давлению инновационного развития.Неопределенность инновационного развития стала основой современного кризиса государственного управления. В статье вводится понятие административного кризиса как одного из аспектов кризиса государственного управления, неадекватности существующих административных механизмов управления имеющимся вызовам.Показано, что основные административные парадигмы государственного управления, описывающие государство как систему органов и административных механизмов управления и систему государственной службы, трансформируются под воздействием административного кризиса. Рассмотрены основные теории и модели государства и государственной службы, возникающие в административных парадигмах под воздействием административного кризиса.
