Реформирование Государственной Службы В России: Промежуточные Итоги И Перспективы

Abstract

В статье рассмотрены итоги последнего по времени этапа реформирования института государственной службы Российской Федерации в 2009-013 гг. Сделан обзор и проведен краткий критический анализ основных вех развития госслужбы, сформулированы тенденции ее будущего развития. При анализе использовались правовые акты и документы государственных органов, данные официальной статистики, материалы собственных исследований автора в сопоставлении с результатами аналогичных исследований ведущих практиков в рассматриваемой сфере.Цель статьи состояла в обосновании утверждения, что недостатки реформы носят не технический, а системный характер, проистекают из отсутствия целеполагания и контроля со стороны единого органа управления. В рамках достижения названной цели по итогам проведения социологических исследований собраны данные о характеристиках кадров государственной службы, построена схема управления кадровой политикой.В итоге предложены возможные направления дальнейшего реформирования, среди которых: увязка реформы госслужбы с бюджетным процессом и планированием работы Правительства РФ, изменение принципов комплектования государственных органов на основании планирования потребности в кадрах, расширение практики аутсорсинга функций на госслужбе.Сделан вывод о необходимости выстраивания целостной системы управления госслужбой на базе ее научно обоснованной модели. Перевод реформирования госслужбы в плоскость системной работы определен как важнейшее условие повышения эффективности государственного управления и решения государством стоящих перед ним социально-экономических задач.
