Государственное Управление: «Вертикаль» И «Горизонталь»

Abstract

Статья посвящена одному из важнейших принципов государственного управления -отражению в его организации и функционировании политических, территориальных и ресурсных особенностей государства. Проведен анализ тенденций и критериев определения федерального и регионального уровней управления, способов установления объемов компетенции государственных органов и гарантий их самостоятельности. Критически оцениваются факторы "смещения" и нарушения компетенции. Дана характеристика режимов взаимодействия органов и их отношений с бизнесом.
