Совершенствование Организационно-Финансовых Механизмов Оказания Государственных И Муниципальных Услуг: Результаты Экспертного Анализа

Abstract

Статья подготовлена на основе предложений ее автора, включенных в доклад экспертной группы, созданной в соответствии с поручением Президента Российской Федерации от 12 февраля 2013 г. для определения мер по повышению эффективности бюджетных расходов. Анализируются проблемы и направления, предлагаются меры совершенствования организационно-финансовых механизмов оказания государственных и муниципальных услуг (выполнения работ). Выделяются две основные задачи: 1) проведение реформы сектора государственных и муниципальных учреждений, 2) создание "открытой" сферы предоставления (выполнения) государственных и муниципальных услуг (работ). Открытость понимается в том смысле, что в этой сфере действуют, конкурируя друг с другом, как государственные и муниципальные учреждения, так и частные, прежде всего некоммерческие, организации. Предлагаемые меры подразделяются на краткосрочные (до 2016 г.) и среднесрочные (2017, 2018 гг.).
