Межгосударственные Программы: Совершенствование Механизмов Их Разработки И Реализации

Abstract

Статья посвящена актуальным вопросам развития программного метода управления кооперационными процессами в СНГ. В статье представлен обзор мирового опыта разработки межгосударственных программ, предложены критерии их классификации,рассмотрены существующие механизмы разработки и реализации межгосударственных программ СНГ (далее - МП СНГ). Цель статьи - раскрытие недостатков и обоснование предложений по совершенствованию порядка разработки и реализации МП СНГ. Основной вывод: действующий порядок тормозит развитие интеграционных процессов на пространстве СНГ и нуждается в существенной переработке. Статья подготовлена на основе изысканий НИУ ВШЭ в рамках разработки "Межгосударственной программы инновационного сотрудничества государств-участников СНГ на период до 2020 года", принятой Советом глав правительств 18 октября 2011 г.
