Реформа Государственного Управления После Финансово-Экономического Кризиса: Рамочные Концепции И Надежды

Abstract

В сборнике статей, посвященных государственному управлению, обсуждались проблемы предоставления государственных услуг после Великого финансового кризиса. Во вступительной статье представлены различные рамочные концепции, предлагаемые политиками и продвигаемые в средствах массовой информации, трактующие роль мирового финансово-экономического кризиса в реформировании государственного управления. Представление о том, что реформы и сокращение услуг необходимы и неизбежны, преобладает. Многие убеждены, что кризис лишь предлог, скрывающий идеологическую подоплеку реформы, что политики все равно провели бы ее, даже если бы кризис и не случился. Процессы реформирования, однако, очень зависят от конкретных условий и концептуальных уcтановок. Позиции за и против достаточно субъективны и основаны на укоренившихся, хотя и хрупких, представлениях об экономических, социальных и моральных возможностях рынка и государства. Следовательно, и воспринимаются они скорее как "механизмы надежды", а не продуманные и четкие политические рекомендации.
