О Ходе Внедрения Оценки Регулирующего Воздействия В Субъектах Рф: Некоторые Итоги Мониторинга

Abstract

Используя данные мониторинга внедрения оценки регулирующего воздействия (ОРВ) в субъектах РФ, проведенного в апреле 2013 г. экспертами автономной некоммерческой организации "Национальный институт системных исследований проблем предпринимательства", авторы статьи показали промежуточные итоги внедрения ОРВ, рассмотрели его состояние на федеральном и региональном уровнях и на основе анализа достижений и проблем пришли к выводам о том, что на текущем этапе внедрения данного механизма в процесс принятия решений органами государственной власти субъектов РФ существуют определенные трудности в адаптации и реализации государственными служащими положений одного из "майских указов" Президента РФ.
