Нефинансовые Причины Низкой Результативности Финансовой Политики На Муниципальном Уровне

Abstract

В статье рассматриваются негативные проблемы финансовой политики муниципальных образований, обусловленные внешними, нефинансовыми причинами. На основе эмпирических исследований, проведенных автором, выделены основные нефинансовые причины, ведущие к неэффективному управлению финансами на муниципальном уровне: (1) особенности сложившейся системы реальных взаимоотношений между государственными и муниципальными властями; (2) негативное влияние личностных характеристик главы муниципалитета на качество управления; (3) отсутствие у муниципальных чиновников стимулов к наращиванию доходной базы. В заключение предложены механизмы оптимизации и повышения эффективности муниципальной финансовой политики.
