Антикоррупционное Декларирование В России: Существующие Проблемы И Возможные Подходы К Реформированию

Abstract

Статья посвящена возможным направлениям совершенствования системы представления должностными лицами и их родственниками сведений о доходах, имуществе и обязательствах имущественного характера. Рассматривается история внедрения антикоррупционного декларирования в России, анализируются основные недостатки реализуемого подхода к регулированию, предлагаются рекомендации по реформированию системы декларирования. Статья подготовлена на основе доклада НИУ ВШЭ "О развитии антикоррупционного декларирования в России". В ней также учтены результаты обсуждения доклада в ходе двух круглых столов, состоявшихся в августе и сентябре 2012 г.
