Abstract

Применительно к Москве рассматриваются три группы условий обеспечения конкуренции за бюджетные средства, выделяемые городом на предоставление социальных услуг: хозяйственная самостоятельность поставщика, "настроенность" на конкуренцию механизма предоставления бюджетных средств, информированность потребителей о своих правах на получение услуг и о деятельности предоставляющих их организаций. По этим группам исследуются существующие проблемы, намечаются направления их решения.
