Ведомственные Перечни Государственных Услуг (Работ): Проблемы Формирования И Использования

Abstract

В ходе реформы государственных и муниципальных учреждений органы власти должны были сформировать перечни государственных услуг (работ), которые бы стали основой для формирования государственных заданий и нормативов затрат. В статье на примере выборки из 2/3 общего числа федеральных органов исполнительной власти рассмотрены особенности практики формирования перечней, выделены основные недостатки, предложены варианты решения проблем применения новой методологии управления объемами деятельности и затратами учреждений.
