Об Использовании Возможностей Негосударственного Сектора Для Решения Проблемы Доступности Дошкольного Образования

Abstract

В статье рассмотрен опыт администрации г. Перми по решению проблемы доступности и качества дошкольного образования за счет развития конкурентной среды. Представлены реализуемые в городе модели финансирования поставщика и получателя услуг дошкольного образования, такие как выплата пособия на детей, не посещающих детские сады, предоставление субсидий негосударственным образовательным учреждениям. Описаны механизмы передачи частным инвесторам муниципальных имущественных комплексов в целях восстановления дошкольных учреждений, применение которых позволило в короткие сроки в Перми решить проблему доступности дошкольного образования, а также дало толчок развитию сети индивидуальных предпринимателей и немуниципальных детских садов.
