Abstract

Участвуя непосредственно в распределении дефицитных ресурсов, государственные учреждения зачастую выражают интересы правящих политических сил. Ученые всегда уделяли этому фактору большое внимание, однако теорий, которые объясняли бы бюрократическую структуру как отражение политики, в настоящее время очень мало. Кроме того, они не объясняют, какие интересы лежат в основе конкретных институциональных решений. В будущих исследованиях следует заняться идентификацией контекстуальных переменных, которые обусловливают тот или иной институциональный выбор в процессе управления.
