Внедрение Концепции Экологически Чистых Государственных Закупок В Федеральную Контрактную Систему России

Abstract

В статье затронута проблема антропогенного воздействия на окружающую среду. Государство обладает значительной покупательной способностью и может сыграть определяющую роль в улучшении экологической ситуации, в том числе посредством государственных и муниципальных закупок. В процессе проведения исследования выявлена и обоснована необходимость внедрения концепции экологически безопасных государственных закупок в федеральную контрактную систему России. На основе изучения закупочного опыта Европейского союза, его законодательной базы, а также анализа статей и практических руководств Организации экономического сотрудничества и развития и Комиссии Европейского союза установлено, что внедрение экологических требований в документацию о проведении торгов не только улучшает качество закупаемой продукции при ее незначительном удорожании, но и повышает качество жизни населения.
