Управление Государственно-Частными Партнерствами За Рубежом

Abstract

Последние два десятилетия многие правительства за рубежом развивают государственно-частное партнерство и создают соответствующие системы управления. Каждая страна строит свою модель ГЧП, исходя из целей, задач, приоритетов экономической политики, законодательной и нормативно-правовой базы, административной структуры и функций органов власти. При этом немаловажное значение имеет уровень развития рыночных отношений, институтов гражданского общества, правовой культуры, как чиновников, так и бизнесменов.В статье рассмотрены вопросы управления государственно-частными партнерствами в зарубежных, в основном развитых, странах. Показана роль органов управления, их статус. Проанализированы функции, полномочия, результаты деятельности.
