Поддержка Малого Бизнеса На Муниципальном Уровне В России: Основные Этапы И Тенденции

Abstract

Вопрос о необходимости дальнейшего развития малого предпринимательствавозникает сегодня в России на всех уровнях - федеральном, региональном и муниципальном. В его решении видят возможность ускорения происходящего в Россиипроцесса модернизации экономики - перевода ее на инновационный путь развития.Само же решение - в нахождении наиболее эффективных моделей поддержки малого предпринимательства. Поскольку формирование малого предпринимательствапроисходит на муниципальном уровне, внимание в первую очередь должно быть обращено именно туда. Автор выделяет три основных этапа взаимодействия малого бизнеса и местной власти: первый этап (с 1990 по 2003 г.) - фаза активного поиска моделей под-держки; второй этап (с 2003 по 2007 г.) - фаза реформы местного самоуправленияи пореформенного развития; третий этап (с начала 2008 г. и до настоящего времени) - фаза пассивных действий органов местного самоуправления и ограниченныхвозможностей в вопросах поддержки малого предпринимательства. Характери-стика этих этапов также приводится в статье.
