Abstract

С начала 1990-х гг. торговля в России фактически находилась вне регулятивного вмешательства государства на федеральном уровне. Внезапно во второй половине первого десятилетия 2000-х гг. государство решило вернуться к регулированию торговли. В результате многолетних ожесточенных дебатов был принятФедеральный закон "Об основах государственного регулирования торговой деятельности в РФ". Откуда появился устойчивый запрос на государственное регулирование торговли? Какие позиции отстаивались основными участниками политического процесса? Как складывалась на разных этапах политическая и символическаяборьба за новые формальные правила? И к каким результатам и компромиссам онапривела? Автор отвечает на эти вопросы, используя материалы двух серий углубленных интервью с ведущими участниками рынка и экспертами, а также стено-граммы заседаний ведомственных экспертных советов и рабочих групп.
