Модернизация Государственного Управления: Проблемы И Решения (Гу–Вшэ, 7–8апреля, 2010 Г.)

Abstract

В статье анализируются ключевые теоретические и практические вопросы модернизации госуправления и государственной службы Российской Федерации на современном этапе. Выделяются особенности реформирования, когда реализация реформ не ведет к развитию государственных институтов. Рассматриваются три траектории (сценарии) проведения реформ и говорится о необходимости создания условий для их удержания на высокой траектории. Предлагается новая модель государственного управления, включающая пять основных элементов развития. Особо говорится об институциональных, организационных и кадровых проблемах. Дается сравнительный анализ с зарубежными странами (США, ЮАР, Великобритания). Автор предлагает некоторые пути решения существующих проблем с учетом российского и зарубежного опыта.
