Правила В Общественном Секторе В Свете Нобелевской Премии: Вклад Элинор Остром В Исследования Коллективных Действий

Abstract

Цель данной статьи - проследить развитие теории норм, благоприятных для решения проблемы коллективных действий, в работах Элинор Остром, показать её вклад в развитие современной экономической науки. Статья начинается с описания основных вех профессиональной карьеры Э. Остром, направлений ее деятельности и исследований. Далее проводится подробный анализ ее работ по проблемам управления общими благами и влияния различных общественных институтов на решение проблемы "коллективных действий". В статье приведен ряд конкретных примеров, используемых Э. Остром в своих работах и характеризующих эффективное управление природными ресурсами в таких странах, как Швейцария, Испания, Непал, Турция. Методы анализа и выводы теории коллективных действий имеют огромную важность для исследований любой экономики, в том числе экономики, проходящей период резкого развития институтов, каковой является Россия.
